The first step is to visit https://business.facebook.com/create and create a business account if you don't already have one.
On the left is the menu from which you select Business Settings, then Security Center, and then select the button that says Start Verification.
Start to fill in your Business Details.

Once you have completed submitting these, you will get a One Time Password on your registered email id. This will complete the verification of your Business, and under Business Details, you will see your Business Info.
The next step is Domain Verification. Go to Business Settings -> Brand Safety -> Domains -> Add Domains.
This grants you ownership of the domain associated with your Facebook Business Manager.

Once the application for verification has been sent, it takes approximately 1- 5 business days for a response.
Alternatively, you could enter your work email instead of the Domain Verification Step. You will receive an OTP on your registered email.
This often happens with new business accounts, usually those not using apps.
Follow these instructions to enable the button.
In the Settings page of your Facebook business manager account, visit "Registrations" from the left menu. And add your Facebook page there, as shown in the image:
